Could be made from wood or metal, easy and quick to build / take down, able to move up and down on z-levels freely, must have solid ground or another scaffold under it.  Basically, cheap, temporary stairs.  Useful for construction above ground, decoration, etc.  Perhaps have chance of collapse to prevent replacing stairs?
