Being slighty worried by the reports of his scouts regarding defences and numbers of the enemy, Munisai decides against a fast attack, especialy considering the low morale and experience of the men with him.
Like a famous men out of legends from far far away, Ha-ny-bailu, he was hesitant to attack Rou-Me, or however that city he was sieging was called like.
He decided that an attack would be foolish before his reinforcements had arrived.
Instead, he was thinking of a tactical retreat. Should the enemy, that vastly outnumbered him, decide to attack him now, he would be at a very very clear disadvantage.
But how could he retreat without the enemy taking the opportunity to strike at him ?
It was possible. The enemy was paranoid. He very quickly came to the conclusion that the troops setting fires and looting were just a trap. Playing on this paranoia was the only way to retreat without causing the enemy to follow them.
He would let his men blow the horns loudly, and begin the retreat away from the walls during bright day. The enemy would feel that he wanted them to notice the retreat, and would suspect a trap.
If not....His men still were faster than the enemy, if need be.
From there, he would meet up with his veteran troops and commanders in the forest, before coming back to attack. They would be invalueable to take the city.
The only problem was that his men would have to enter the forest again. Undiciplined dogs shitting themselves with fear.
They needed some punishment. Any soldier who is caught attempting to flee would be hunted down and punished with 10 whip strikes, as well as having his wage cut.
For every soldier that manages to flee undetected, those cowardly bastards, their families would pay for them. They would be striped of farmland and possesions and then exiled.
Madara did not feel well threathening with such a severe punishment, but only if the fear of what might happen to their families if they flee was greater than the fear of this damned forest, they might get their act together and be diciplined.
Of course, to avoid being seen as a tyrant, he promises everyone who does not attempt to flee additional payment, and an additional bonus for their family as well.

Munisai plays on the enemies paranoia for a safe retreat into the forest, where he joins forces with his infantry and his commanders at (-17;-06).
To combat the fear amongst the men, a system of reward and punishment is set into motion.
Koga and Kestrel struggle their way through the forest to reach Munisai, moving yet another tile westwards.
The veteran cavalry receives a call for reinforcements from Munisai, and move south. They join forces with Shou Ryou
Shou Ryou, having rested himself for a week, is also called for reinforcements, and takes with him the regular cavalry. Joining forces with the slowly approaching veteran cavalry means moving only 1 tile out of Angran, to allow Shou even some more days of rest. He will need it, because from now on he will have ti hurry.
The Mahoyiga cavalry moves south.
A second unit of Cavalry gets trained in Mahoyiga, and move south as well.
In other words, all forces of Munisai Madara are drawn towards the siege against the fortress of the barbarians. This battle will decide wether the south-west gets freed of barbarians once and for all, or not.
