Smoothed Ramps

Ramps should be smoothable. When a ramp is smoothed it should be made into stairs. But only if the ramp if rock.

One thing, I don't like using construted anything, because it shows up as a discrepancy in Viusual Fortress... Not a big problem, but it annoyed me when I had to build ramps to fill in holes in my ziggaraut. But anyway, I think that ramps should be smoothable... but for asthetic value.

I suggest that smoothing a ramp turns it into a smoothed ramp, rather than stairs.
