Not really; Depends on what you want to play. If you want an Apoc match, you'll need other books besides the basic IG codex.
And then again, knowing what your enemies can field and what their stuff does will matter a lot in a fight.

You have to have the rulebook.  An army codex isn't enough to play.

Orks are fantastic.
I immediately picked them the moment I realised they existed when I first started playing.

Their fluff is brilliantly written and pretty hilarious. Their tactics are trolltastic too.

Well, Orks aren't that good in this edition, but you get style points because Orks are awesome. They're fun to assemble, and they're fun to paint. And as an added bonus, you can take almost any vehicle from another army, and use it (using the Looted Tank rules, or, if your friends are cool with it, the rules of the actual model).
