Actually, you lose when the Arch-Conservative Amendment is passed. At some point I made it very hard to pass for the simple reason that it's more fun to get your tail handed to you by raids, executions, and security guards with submachine guns than it is for the amendment to pass. It's entirely possible for the entire Liberal Agenda screen to be solid red and still have a shot at survival. Not a very big one, mind you...
