Erm... I was South Africa, and then I was New Zealand, but maybe I am South Africa again...
As I understand it...
I asked for New Zealand, then I suggested that someone else take South Africa, this was interpreted as me wanting to be South Africa, I didn't realise this until after I had asked for New Zealand again. I was then given New Zealand presumably because it wasn't noticed that I was me, and already playing. Since I was given New Zealand I then bought a bunch of cheap battleships and carriers, which aren't actually cheap, so instead I bought a bunch of aircraft, which I provided a running total of expenses next to, so my final total was 1800 spent, leaving me with 200 left over, but I should have perfectly functional turns posted as both South Africa and New Zealand, and either one will do, New Zealand is a complete wuss, but it is right next to Australia and helps the alliance. South Africa is hardcore and will sweep through Africa and quickly build up a nice revenue.

If I am South Africa the I will purchase 2 units of light tanks and 4 units of light infantry. Then invade Namibia with 1 battalion of light tanks, 2 divisions of light troops, and 1 division of regular troops. I invade Botswana with the same. I station a division of regular infantry on the border of Lesotho and spend $100 on bribes and aid to secure an alliance with them and a favourable economic situation.

I purchase 2 flocks of fighter-bombers(1400) and 1 flock of Transport planes(1800), send them and my navy to East Timor, and offer to support Australia. I suggest we launch an aerial assault and force them to surrender their fleet to us! Or we could take out Indonesia and ask the Philipines to join the alliance...
So as New Zealand I buy 1400 worth of fighter bombers and 400 worth of transport planes totalling 1800 leaving 200
Also they are using East Timor as a staging point if Australia will let them, now that I have agreement I would spend 100 to incite the locals to raid across the border, once the Indonesians commit troops I bombard them from the sea while placing my transport planes at the disposal of Australian troops to land behind enemy lines and blitzkrieg their leadership with support from my fighter-bombers...
