Some people just happen to like animated TV shows. Or, in this case, video games.

And some people take it way too far beyond just  happening to like something.

There are those "some" in everything. Like in other games, music genres and even DF.

In most civilized societies, it may be considered distasteful to post pictures that you know may induce seizures in a certain portion of the population.

Of course, it is entirely for you to decide if you care.

I think I downloaded some malware on my computer...
Spoiler (click to show/hide)
I would almost be impressed were it not for the fact the fake browser was in Japanese, and that your post browser was in english.
Even moreso considering that the browser on the image is Internet Explorer, and the actual browser is Firefox.

They killed it after xp (it was part of the ill conceived "active desktop" idea.)  I don't think it's possible any more without a hack.  Windows 7 Ultimate may have something called "dreamscene" that lets you set a video file as your desktop, but that may have been windows vista only.

Dreamscene is an Ultimate version extra with both versions.

I'm pretty sure you can achieve something similar with Rainmeter mods as well as DirectX, and a live text-based background using some terminal tricks or conky in Linux. Not sure about more visual ones in the latter, but if anyone has a solution, I'd love to hear about it.
