Oh, well, I guess I can add my support to the simple group. However, I don't like blue, so I at least changed the color. And yes, cleaning up is not a priority for me (^_^;;

That's the same as my desktop (I got my laptop a year ago with XP installed). Windows XP allows you to install full Japanese support from the settings/region settings menu. The fonts and everything are on the installation disk. So, if you wished, you could actually run these things.

From my experience, there are a lot of reasons to distinguish at least between the Japanese and the English internet - they differ both as for the distribution of alternative culture communities are concerned as well as for standard rules. For instance, how many people not involved with Japanese sites know the concept of "link-free" sites? As far as I know, that concept is not really present on the English internet.

Mine has something of a design to the icons. Heck, I could probably get rid of 1/3 of the icons if I wanted to; some don't even go to installed things anymore. But I needed them to finish my desktop design. :D
