Does damming a river in one fortress dry up the entire river? And if it does could an entire lake be destroyed this way?

Not in dwarf mode, no.  If you dammed it, and then came back as an adventurer, and the map was warm enough to dry out water... maybe.  But flows aren't continued outside your map in dwarf mode, which is why "flood the world" usually turns into "flood the vicinity".

And even if you do the above mentioned, it's going to take a HELL of a long time.

I you visit in adventure mode, the result will be a bunch of mud and a bad framerate.
