AFAIK, Wizards in D&D (pre-4E) don't pick spells when leveling up, they only gain slots. They have to buy their spells. Sorcerers do have to choose a spell, they get more casts I think, but are limited to the picks, so yes they should never go for utility spells unless there isn't something better in the offensive/buff category.
Hm, then I guess Neverwinter Nights 2 does not portray D&D accurately. It's the wizards there that gain both slots and spells at levelup and otherwise can at most use wands and scrolls. That and they forget how to cast a spell upon casting it, but remember again after resting (which takes about 5 seconds in NWN2 assuming no enemies are present within a certain radius).

I'm pretty sure it's not like that. I've played NWN2 and I remember it was just like before: you gain a slot, and you can learn spells from scrolls, which you can then swap for any other of the same level before resting to memorize them. The NPC that joins you, that annoying mage girl is actually a Sorcerer.

Actually, wizard/sorcerer spell learning in DnD works like this:

Every level-up, wizards get to choose new spells they automatically add to their spell list/book/whatever. On top of that, they can learn absolutely any spell from any scroll or spell book or other wizard (as long as they fullfill that specific spells required level and other such stuff) during gameplay, and have no limit to the number of spells they might know (not unlimited spell castings, ofcourse, just unlimited spell list from which they can choose to prepare spells).

Sorcerers can only learn new spells on level up, not from scrolls and other such sources, but have more dayly castings and dont have to prepare spells beforehand.

Cant remember if its exactly like this in NWN though.

Since I've lately been playing NWN2 on coop as a wizard, I could check and see that... hey, I apparently can learn from scrolls using the scribe skill (but only arcane spells). But still, my primary source of spells is leveling up, which gives me both a few slots (either one for each spell level below the highest or two for the newly achieved spell level) and 2 spells per level.

I think so- you choose spells for your book on levelup, and there's a separate table on how many spells you can put in there. Then each day (definition: After 8 hours of uninterrupted rest) you can choose spells from your book to put in you slots, which are expended for the day when used. Or you can scribe scrolls to pad that.

Pfft, skelly necros are teh sukzorz.
Bone spear/spirit pr4wnz all.

I'm pretty sure the best way to roll a sorceress is with lightning.
Unless you playing in Hell+ difficulty or facing a character with a Pdiamond/Ptopazed shield
