Dwarves not doing anything

My dorfs are all standing around doing nothing; they're happy to do workshop jobs and stuff, but they refuse to dump items, or drag refuse to the refuse pile. I'm quite sure that the appropriate hauling jobs are active, so is there some sort of global order that could stop my dwarves from doing any sort of hauling?

the 'o' orders screen trips people up all the time, and they're fairly universal. Not sure if you mean that you're sure they're active.

Also: make sure you can haul refuse from outside, if that's the problem.

Yeah, I would always set up temporary workshops and stockpiles outside, but usually with a refuse pile inside, and I would be annoyed at my dwarves not moving the turtle shells.
I was really happy when I starting using the o screen a lot.

It drove me insane on my earlier forts when there were small lines of rocks inside my fortress that they wouldn't dump.
I didn't realise it was because I'd dug out channels and the tiles were considered outside.
