There's a surprising number of combinations that get normal damage on any pokemon (at least as of Generation II- GSC)
Dark/Fire/Electric
Dark/Fire/Ground

Get someone with a fire type and/or ice type move.
Fire + Electric + Ground + Water = win
Ice + Ground + Water = win

Edit: the analysis machine I used (note that it may be outdated, but I can't think of any RSE additions that would be a problem) is here.

You're forgetting the unbeatable Fighting/Ghost combination. Perfect coverage on all types currently in the game and all combos PERIOD except for Normal/Ghost, which is immune to both.

Luckily I don't foresee any Normal/Ghost types in the immediate future.

I'm pretty sure the Dark/Ghost type is immune to both. Not only that, it EXISTS.

Dark/ghost is not immune to ghost. Only Normal is immune to ghost.

Get a Medicham with a good Fighting attack (Cross Chop? IDK if it can learn it) and Shadow Ball. Or just use Thunderpunch/Ice Punch/Psychic

Or, if Raptor Jesus can learn Ice Beam if TMs are in this game, then your two originals are sufficient.
