Wouldn't that be only effective for going UP the stairs then? Since, well,  they can just roll down. Hell, it's even better than rolling thru same Z level, since when going down, you got Gravity.

I loaded up my save in the new version, spent a minute trying to find my archery range before figuring it was the room with Xs down both sides: bins of ammo and archery targets.

I actually think that's a good idea (although it would have to be a certain amount of staircases and should also apply to lazy dwarves)

It could serve as a deterrent against:
a. letting dwarves become too fat
b. having too many z levels

This and burrows = WIN

With the ability to have different levels of militiary work, I forsee alot of people putting their dwarves through a patrol-point obstacle course.

Yah, it sounds like minecraft with content, you have obviously missed the point, people dont like content, they like different coloured blocks.
Seems to work fine with my copy. As soon as I loaded the human caravan came by and the world burst into fire.
