If I were to make a little parser for the various text files DF has, it is somewhat possible that I could make a little achievement system that you could run with DF and have it alert you if you meet any requirements for achievements.  Unfortunately, the game log file doesn't offer much besides combat data, as far as I know.

It could be possible, if Toady was oh-so kind enough to let you. Maybe even have a messenger show up and tell you

Well, it's just a parser, completely separate of DF.  I don't think I'd need express permission from Toady for that.

I think he was more or less referring to the fact it would need to be coded in DF. Or at least would be incredibly hard without it. As it stands, no-one has figured a way to actually get stuff that's happening in-game, only more or less variables and such like landscape and dwarven stats.
