Something very very weird is happening at my fort. My fort is famous in its lands for its impressive meals; they are bought by every caravan and offered to the dwarven mountainhomes. However, in my fort, dozens upon dozens are starving; canceling their jobs to chase after the vermin. I understand that maybe my food is pricy but the wiki says if they cannot afford food they will take the cheapest. The other weird thing is that I butchered my horses to provide cheap food for the starving dwarves and none of them will touch it; the meat is listed under stocks but not under prices. What is going on?

Haha on the plus side maybe all my unskilled dwarves will die and leave with legendaries and a high FPS and hundreds of Horse Tallow Roasts.

You have a depression on your hands, go find two civs warring and join one side, the world will erupt into war and many of your populace will join the army while the enemy will bomb your buildings that are on water.

Ok I'll let my nobles examine the political front but at least during the depression the poor could go to the foodbanks; my guys are starving. I heard this could happen if one person owns all the food and while quite a bit of my food is owned by people, there are still hundreds of meals unclaimed that I wish they would eat. Do you have any ideas what is going on?
Edit: I think we may have dodged the bullet here. Anyone who has read my sunberries thread might remember our booze making industry. The dwarves are going to be drinking water for a bit but they have stopped starving; for now. I still need to know what is wrong with the majority of my food though.

Odds are the horse meat is unsuitable for some reason. Perhaps it's still too valuable or already owned. Try expanding your above ground farming, if that's saving your hauling class (don't underestimate how valuable they are, they're expendable but you need a certain number to sustain the crafting upper class) it's the best solution.

I've sent some herbalists out to collect disgusting tubers and things for the poor to eat; I'm enjoying this new class system we have.

It could be an access problem. Your food isn't hidden behind a forbidden door, is it?

Yikes, the Orcs have a nasty language.  Traditional foreplay would be right out for them; how would they ever "say my name" for one another?  No wonder Ocrs are always so bloodthirsty and violent, they're getting sub-par action.

All door as allowed, nothing is forbidden; I'm not really sure the problem; maybe they just couldn't afford the food and the wiki is incorrect in saying they would take the cheapest.

Try forbidding every food item in the fortress, then unforbidding it. that might help.

maybe the cheapest food in the fort was forbidden or behind a locked door, or a wall, channel, whatever?
