Work your way up with a conversation on clothing styles and a "would you wear x" blah blah blah "would you wear y" blah blah blah and finally "would you wear a collar". Or something of that sort. If it a girlfriend who's into that kind of stuff, more power to you. If it's someone who may not be so hot about it, you could make a passing comment or joke and see where it goes.
