This is actually a perfect example of how the dignitary is one of the smartest agents around. He doesn't try to make the prisoner miserable or something. He makes sure the prisoner stays in his bloody cell.

Standard Derse seems to be frocks with lots of buttons. Not the Nice Hats We are seeing on Droog and the prisoner.

While I'm prepared for something awful, I am currently voicing full support for this Droog. He is, in a world full of meta and playing with tropes, the only one genre savvy enough to keep up with it all. That takes skill.
