I don't think non-Players even have Bubbles. Bubbles were 'facilitated' because players with a dead dreamself project their self into the outer ring for some reason. I see no ground for someone without a dreamself to create a Bubble.

It's the horrorterrors who create the bubbles. They probably have an idea of where Jack is, and they want to show him, or PM something. Maybe both, to try and get them to team up to fight off LE.
