Realizing his memetic powers, I think "No one escapes the miles" is Hussie's attempt to intentionally force a meme in his own universe. For ironic purposes.

Hussie's still writing it, he's just doing it from Vriska's Dream Bubble.

I am highly suspicious of anyone dying in this series. There are already so many established rez methods that permadeath is near impossible. Even aside from dead dreambubbles, you can rez via quest beds for anyone with a dream-self or even sprite-dream-self which is alive, you can rez directly via sprites, there's always the time-travel option, and that's just what I can recall immediately; there's probably several others I overlooked and even more which haven't been mentioned in the webcomic yet.

Oh... and it seems about half the people who encounter it escape the red miles.
Jake just did, in Cascade the new white queen, the battlefield, the other 4 nearby planets and all their inhabitants did... It's more of a "lol, time to clean up the minions no one cares about now" than a "no one escapes it" sort of thing.
