Yes, but Roxy is a rogue and she is meant to be responsible for mass black outs.
I think it is a little more complex than 'Active can use their element and passive can not', after all, the prince is an active class and they don't so much use their element as destroy it, as opposed to the passive bard who was shown to engage his element very much so.

I don't think Rose going grimdark was exactly an X of Y thing, as much as it was the result of trusting the dark gods too much. They kind of had their way with her for a while there.

Yeah, Rose's blackout seemed a clear example of that thing UU mentioned where a hero whose development is corrupted or otherwise altered can result in developing powers that are opposite what they ought be, way back when the whole exposition on active and passive first happened.

Also, placing bets on UU being completely full of shit about game mechanics?

So yeah, I got prince wrong entirely. Me and my friends assumed Prince was the active version of the passive Heir.

Heir can't be passive; John does the windy thing. The fact that he can do the windy thing, which blows shit around, makes it an active effect.

Well I feel like every class should do active things while they're in god tier. Wait... actually, he did the windy thing before he was god tier, didn't he? Totally forgot about that.
