Here's the rapidest post-EOA5 fanfic I know of, posted about 36 hours after the flash, with illustration no less.  Good one too.

This claim continues to be totally correct.

Meanwhile, in its properly reloaded and hosted state, (S) Cascade is in the top five All Time Highest Ranked flashes on the Newgrounds portal.
