You're only going with hair color for that (I'd assume), and since Kamina and Simon weren't blond, and Yoko definitely had red hair I'd say that just doesn't hold up. The artist probably just views Rose with that color hair.

On the topic of Yoko, she was the same age as Simon. Shocking, I know, but true. It doesn't matter who Rose is, because she should be Yoko, unless you are implying Mom was sent back one year before Rose.
