Lord English is summoned on the death of a universe, a very evil man who will devour the universe. His summoning is orchestrated by the First Guardians.

The Tumor is a bomb located in the center of Skaia of sessions not destined to bear fruit.

Granted the information we have on the Tunor was learned by Roses research, and those could be inaccurate sources. And while they both involve a very specific event the difference in their purposes and the specific nature of The Tumor makes me hesitant to mix the two together.

We also know that either the death of Doc Scratch or events surrounding the death of Doc Scratch are the final step to Lord English being summoned into a universe, which also occurs at the death of said universe, so there's a connection there somehow. What that connection specifically is, I'm not even going to pretend I can hypothesize.
