I have no idea why they drew his/her arm like Ed's robot arm though.  Pretty sure Greed's ultimate armor doesn't look like that.

I assumed that was supposed to be Vriska's arm.

Jack wasn't in Skaia, so he wasn't hanging out with the kings.

 We don't really have any frame of reference due to only seeing the armies fighting during one stage before Jack killed everyone, but following the chess metaphor there were only two pieces, both Kings. It was only through prototyping that other pieces were added to the battlefield. Thus characters like the armies, the queens and Jack.
