Hence his tankiness.

He probably has some kind of weakness or limit on how much he can freeze.  Maybe he can only freeze stuff up to his own mass (a lot)?

Yeah that's his power, the closer you are to him the slower you move.

I don't know how the MSPA people found that out so early.
