I wanna say yes, but there are differences. These difference could mean it's a different artists, or they could mean nothing, since just because two things are created by one person doesn't necessarily mean they'll be consistent.
I'm pretty sure. Most of my sources are secondary and don't provide a name, so I can never be sure who the original artist is. The art style looks like his though.

More commonly known as the Hussie Exponent.
Some of the derivatives of this exponent are unpredictability, metaphysics, and distactions. One way to help remember this is with the abbreviation UMAD.

Only now do I realize this is one of the only scenarios I could have realistically imagined for MSPA's ultimate battle. I think before the story ends there will be an "ultimate strife" consisting of John and who knows else... but really a battle between Vriska and Noir is the logical way for things to go down

Bro Tip: If you didn't play Morrowind (and thereby recognize the "troll letters" the moment you saw them) they're Daedric, a "language" which is only a simple substitution of english letters and, as such, has been available as a font ever since it was created (this is how Morrowind used it internally). Hussie just types stuff out in the Daedric font and flips it 180 degrees to make it slightly more confusing.

Anyway, you can download it. For Windows: Unzip and copy the Oblivion.ttf file into the WINDOWS\FONTS (95, 98/ME, XP and Vista) or WINNT\FONTS (NT, 2000) directory.
For Mac: Unzip (Stuffit Expander should work), and copy the Oblivion.TTF file into your /Library/Fonts folder.

If you do, this should appear in daedric. Cool trick, no?
