Not explicitly.  We know that nobler blood = fewer psychic powers (and greater psi resistance), but aside from that...

Well, let's see. Going down the list:

Aradia (Dark Red): Somewhat h0ll0w when dead, seemed sane from what little time we saw her alive, powerful psychic abilities and can hear the dead.
Tavros (Orange): Nice by our standard, suicidally nice by Alternian standards, can commune animals (even up to and including Bec). Dead.
Sollux (Yellow): Bipolar, powerful psychic abilities.
Nepeta (Dark Green): Certainly a strange individual, but not exactly crazy. No psychic powers.
Kanaya (Light Green): Not crazy, but odd as hell by troll standards. No psychic powers. Dead?
Terezi (Light Blue): Being a fan of Alternian law does not exactly speak volumes of one's sanity. Can see into the future.
Vriska: (Blue): Mass murdering BLUH BLUH HUGE BITCH. Can manipul8. I don't think you'd count the eye as a psychic power.
Equius: (Dark Blue): Obsessed with the hemospectrum, creepy as all hell, serious anger issues, and STRONG. No psychic powers.
Gamzee: (Indigo): Batshit trollcidal insane. No psychic powers.
Eridan (Purple): Genocidal against land trolls and anyone else in his way. No psychic powers.
Feferi (Violet): Certainly nice by troll standards, but willing to be a party in the murder of trolls to feed Gl'Bgolyb. No psychic powers. Dead.

So, I suppose the trend of higher=crazier is there, but it's by no means perfect.

Made a few addendums for you.  Yeah, there's really no strong tendencies in any direction, aside from taking on aquatic features at the high-purple levels.  It would be perfectly in keeping for people higher up the list to act crazy just by virtue of having learned all their lives that they're allowed if not supposed to be crazy.  I mean, just look at Equius.

You know, being technically the lowest possible blood colour, it's quite possible that Karkat's got some crazy psychic powers bundled away that he's unaware of that will only come into play in the future. It'd be very Hussnasty to just shrug and point to the established correlation between lower-bloods and psychic powers and say that it could always have been a possibility.
