Given what we've seen before, he doesn't actually know what the ring does.  It's still probably giving him the nightmare, but I doubt he knows that the ring gave Jack his power.  Note that WV isn't wearing the ring in the dream.

Well, the exiles are a bit different.  I think she has more control over them than she does humans.  It makes sense for them to be susceptible to manipul8ion, being part of the game.  Allowing different roads to victory and all that.
