Well, we don't know if normal denizens of the two places get those patterns on their arm.  The only ones we've had a good look at (as far as I can remember) are WV, PM, and AR.  WV and AR both have them, and if I remember correctly PM has one in negative colors.  So maybe it's just significant figures that have them?

The only reason he didn't kill Johns father was because he hated the hat so much it surpassed everything else. He might be evil yet but it doesn't mean he's not grateful.

Because the two sides are defined quite starkly and he's obviously quite high ranking. You'd assume he'd have to be evil to get the job. Quite possibly he was created evil.

Quit possibly he is just awesome, working for the bad guys.  The evil empire doesn't have to be staffed with pure evil.  He probably got the job due to him being so awesome.  Did you see his introduction?
