Allow this to continue.

It will weed out the weak and unworthy. Once life is back to normal pit every immigrant against some foe, be it captured goblins or animals. Be it starvation or drowning. Be it a 7 Z level fall.

Only those who survive should be granted entrance to thine fortress. The fortress of the strong and mighty!

I don't understand the point of even having a captain of the guard, seems they are good for nothing.  I never assign any sheriff or guards and my forts are fine.

True story:

After just barely fending off a nasty goblin archer ambush I was unprepared for in my fifth year or so, my fort started to descend into a tantrum spiral. I went from 120 dwarves to about 30. If my noble fortress guard hadn't locked up some of the angriest offenders (who became ecstatic after being released after a month), it could have been much worse.

If my fortress guard hadn't been around to do the one duty I keep them fed and watered for, I might not be putting the finishing touches on a 100-story tower at the end of my seventeenth year.

The Captain and Fortress Guard can be a pain in the ass sometimes, but once in a blue moon they'll save your fortress.

Of course, if I wasn't preoccupied with building a rainwater collector or my fortress mascot, I might have started on my defenses earlier, preventing the tantrum spiral from starting in the first place. Eh, Plan B worked out fine.

*ops typo

Against my better judgement i decided to keep Hammerfist in charge following the forums advice of building him a prison to reduce the face beatings as all previous evidence was carted off to several tombs. Luckily i only lost around twenty or so dwarfs with that many children ready to replace them my fort was very stable up to when i gave psychofist* the job of captain of the guard. So on the upside there are no more criminals in my fortress, there are none left alive!

Usually I just assign an immigrant farmer or something un-needed as Cap. of the Gaurd and let them beat on as many criminals as they want. Usually the "criminals" are my legendary guys who couldn't make Fine Pewter Items on a Pewter-less map. Because of their legendary status, they get toughness bonuses and because the Cap. is a ninny, nothing bad ever happens. People get punished, they get a bruise or two (maybe a bloody nose or something if Urist McNinny gets a lucky shot), nobles are happy, no tantrums, life continues.

Yikes, the Orcs have a nasty language.  Traditional foreplay would be right out for them; how would they ever "say my name" for one another?  No wonder Ocrs are always so bloodthirsty and violent, they're getting sub-par action.

Unassigning a COTG or making a jail can contribute to unhappiness too.

Just assign the lowest, unskilled peasent as Sheriff and unassign all of his labors and don't give him a weapon. Let Barney Fife slap around the offenders so nobody gets seriously hurt or arrested. It gives the nobles happy thoughts for "justice served" it gives the offenders happy thoughts for having their sentence reduced and Barney Fife gets happy points for "dispensing cold, hard justice" when he beats people. Best part is, nobody dies and nobody goes insane.

You unassign his labors so he can get right to business. If it takes him too long to respond, the Hammerer will do the beatings and thats no good for the sanity of your fortress. I disable everything except Health Care on the sherrif, since giving water to injured dwarves ranks very low on everyone's to-do list.

Having a guard almost adds to the realism feel of the game. If no one is being punished for their crimes its not very believable. And although it can be upsetting, the hammerer is an interesting part of the justice system. Earlier today he arrested my best metal crafter in relation to the inability of my fort to produce bismuth crafts (haven't seen any bismuthite thank you) and broke his hand before crushing his head, and killing him. While some might call this crazy, I just say it's part of the dwarven life and it makes things interesting.

If the captain of the guard is a heavily dismembered dwarf who's been confined to a bed for a decade, he won't be getting up to administer beatings. Is there a downside to that?

If you forget about him and he heals... well, the sins of the last decade or so will suddenly become apparent...

...that was a fun fort...  ;)

I just never appoint a sheriff. Solves that tantrum spiral problem real quick.

The captain of the guard is more of a nuisance until you meet the hammerer. That guy's a real psycho, and if the captain of the guard or a guardsman doesn't reach the offender before he does you can go ahead and write him off as a goner.

I would definitely recommend not assigning a captain of the guard before you have a proper jail though. A proper jail entails metal chains surrounded by food, booze, bed, table, chair, and perhaps a statue or cage in which to put the offender's favorite animal.

I keep a large jail and a full fortress guard, all well armed and with good armour. Policing your fort is a fun feature and in the future hopefully we'll have dwarves who naturally are criminals and and give the guard more to do.

I do as well. I tend to put my brain damaged dwarven soldiers into the fortress guard so they don't spend all their time sparring and I can take control of them again if I want to.

In my current fort I decided on a whim to make a recently brain damaged legendary axedwarf champion with a copper artifact axe the captain of the guard. The tax collector wanted lay yet more lay pewter items and I was fresh out of tin. He ordered the beating of the blacksmith. I didn't even get to watch the beating because I think he dropped the blacksmith with one punch. Ultra-Mighty beatings are probably always going to be fatal to dwarves with no toughness. Good thing no one liked the Blacksmith.

Don't nobles get pissy if people aren't punished when they commit crimes or violate production orders?

Yes, but the only result of that is that is that they make more mandates and get pissy if those aren't carried out. What are they going to do then, order punishment?

Love that logic, but sometimes nobles become that mandate crazy it really gets annoying (there for most people love burning them to death)

If the nobles becoming annoying you just insert magma.

You could also take the hammerers hammer away. If you have enough time, also give armor to the offender.
