A rocket surgeon is a surgeon who also happens to be a rocket. His evolved form is missile surgeon.

 And I'm fairly sure talking to guards and random people in the relevant cities should point you to the relevant people. I think there is a guy in Vivec that tells you who they all are.

I never finished that mission.  Both times I tried the main quest(On different characters) I stopped playing there.  The first time I just went and fought Dagoth Ur for the lulz.  He fell in the lava like a hundred feet down and was immune to it.  :I
