Sometimes, a stockpile created where there are other items, for example rocks left by a miner, still end up with the dwarves storing stuff on the same squares that the rocks(not forbidden or otherwise fiddled with) already occupies.  Other times they refuse to even start a hauling job to put stuff on 'occupied' squares.  Worst of all, sometimes they decide to put stuff in the occupied squares to start with, making everything seem just peachy until they suddenly change their mind and refuse instead.

The rocks are stationary for the entire event, they aren't added later through some strange circumstance, they are actually there during stockpile creation and not moved, forbidden or anything of that nature during the events described above.

What am I doing wrong, and how do I go about creating stockpiles without tying up many workers for a long time, if dumping really is required?

Only some stockpiles require the stones to be moved. To my knowledge, those stockpiles are wood, furniture, and stone (duh). Everything else should be storable on the same space as a stone.

Maybe it's that they'll put bins on the same tile as a stone, but not un-binned items?

I had the described problem with food and refuse stockpiles in my case, but now that you mention it, they did happily move any barrels in there as they became available.

Hyndis just confirmed in another thread that it's indeed a bins/barrels thing:

Depends on the item. If you're trying to store wood, metal ore, or furniture there, the stones will indeed block it.

However if the items are stored in bins/barrels, then the stones will not block it.

This is good to know.  My next step, once I've dug my caravan-killpit, is going to be to try to fiddle with the raws and make annoying kinds of rock melt at room temperature, in the hopes that this will solve my rock-infestation.

Edit: While I had read something about this somewhere in the past, it seemed trickier than I had hoped upon further examination, so I instantly gave up on the melting.  Dedicated dump-dwarves, here I come. :P

Also, if you run out of bins and are trying to store armor in a recently mined out stockpile, the stones will block individual pieces of armor laying about. But if you get bins, you dwarves will happily stuff the gear into bins and the bins will not compete for space with the stones.

So basically incidential stones will use up stockpile space, unless the item is in a bin/barrel.

I always clear my stockpiles of rock anyways.... unless it's a 'stone' stockpile of course, heh.
