On making non-sentient civilizations and skilling them

Let's have an example:

If I made a entry in the entities file for elephants, and made them able to live in forests, would they live there with no changes to their creature raws? Or is there a few tags required for being a (non-playable) civilization?

Secondly, do skills require actual hands? If I gave elephants [CAN_LEARN] and gave them the ability to wrestle, will I be seeing Elite Elephant Wrestlers in the future?

If I modded one of its body parts to give it [GRASP] and gave them the skill option, could they end up being Elite Swordelephants?

Finally, what determines the size of a siege, after fortress wealth? I've had sieges of up to 5 squads at once, but those dropped down to 2 after my fortress wealth increased dramatically. Is it tied to current civilization size? If so, would allowing my civilization to have massive populations fix that?
