I think this is going to be my last turn, so I guess it's time to look for a replacement (I'll update them as well as I can).

Saladin, the Eye is doing what it is supposed to do. The cargo of the transporter are two units of Imperial agents that are observing to try and find problems before they grow. Is observing done from the desk of an office? From what you have been saying, that seems to be what you think.
In any case, no, that transporter and its cargo is not remaining anywhere in Pandemonium, so you may stop your paranoia now.

Halfway through writing this I realized that Pandemonium didn't sound like Al-Malik's homeworld. Ohhhh.... so that's the transport Mlittle is complaining about, I thought he was talking about that other transporter. Seriously, if I were to satisfy you guys I'd have to leave all the Eye units in Eye cities.
Also yes agents == spies but I don't think saying 'I have spies in your claimed territory' is a particularly great thing to say IC. Even though technically Mlittle has never claimed Pandemonium IC.

Well, I guess we'll have to find someone else.  Anyone reading this that's familiar with EFS want to replace Kejardon?  Also, I hope you're Li Halan friendly...our territories are very tangled.

The transporter with the eye agent in the orbit of Istakhr is not the problem. But the second one, clearly on the way to Istakhr is.

House Al-Malik, your concern over Imperial Eye transports near your homeworld is a fair reaction. For the moment, I have left my transports off world. However, I am bound by duty to explore and observe all planets in the name of the Regency. Istakhr is no exception.

In the name of promoting trust, I request you specify a guarded landing zone on Istakhr in order for you to verify my transport contains two agents instead instead of assault legions. I also ask that you specify a similar zone on Cadiz to accommodate the agent currently orbiting Nowhere.
