Pickup, Jeep and Police car are all in the catergory Civilian Vehicle. They have 13pts and start of with no weapons.
You can purchase a LMG,HMG(at normal prices) or a standard infantry rifle(cost-1pt). To perform an operation a good distance from your base, vehicles must be used. Has the Mild Armour trait (-2 damage from any weapon without the AAR tag).
 
Police Van is a Heavy Civ Vehicle. 16pts. Same weapon scenario as Civ Vehicles. Has Mild Armour.

Armoured Car is a Military Vehicle. 18pts. Starts with LMG. HMG or Rocket Launcher can be purchased. has Med Armour tag(no damage from any weapon without AAr tag. AAr tagged weapons do +1 damage).

No, HMGs on vehicles are already setup (Setup consists of setting up the tripod and loading the ammunition).

That seems a bit overpowered then, since that seems to be the main drawback of HMGs on specialists.

Not really, considering how easily an armoured car could be killed with a few rocket troops. it'd be +1(Med Armour)
+3(Rocket Launcher) on top of whatever your normal damage is.

Yep. But you have to gain Access to them first.
