There's Battleships Forever, a 2D top-down RTS, where you can design your battleships from individual bits and pieces and these actually make a difference in gameplay.

I also recall this one game where you got to design and control a flying fortress (not the B-17 kind, but the fantasy/steampunk kind), but I can't recall its name at the moment.

There's also the upcoming Gratuitous Space Battles, where all you'll be doing will be designing ships and then watching your AI controlled fleet duke it out versus the enemy fleet.

There was also a game called Star Trek Starship Creator, which was even less engaging, as all you did was design ships with certain missions in mind and later got a report on how it did (or at least that's wha the game advertises, as it was a Win95 game and I couldn't get it to run right on XP).

What about Roboforge, It's a robot fighting game where you construct robots to fight in an arena. You pick a chassis, energy, controller, sense and weapons and you completely build it from start to finish. Also there is over 200 parts(estimated).

I do believe it is old though and it sometimes crashes(for me).

As far as I know, you CAN customize your demigod to a great extent, but as for aesthetic changes, the only ones I could find was that the Unclean Beast changes color when upgraded with poison claws. It doesn't really matter, anyway, because you'll always be going down the same tech path once you find out what works best.

That's the case with any customizable game...

I tried REALLY hard to play a non-sniper in Fallout 3, but failed.

this thread made me reinstall and play "the moon project" which had customizable units.

edit: by customizable i mean you can choose what to put on the veichle, but it still comes down to a tech tree with weapons and veichles, such as lasers, helicopters, ion weapons.

I bought it (one the last games I ever bought, not coincidentally), and it's as bad as it's reviews.  It's literally just a spread sheet.  An unbelievably gargantuan, completely opaque spreadsheet that you can't effect in any observable way.  Really, it's more like a semi-interactive encyclopedia of geopolitics.  Comprehensive, but dull as dishwater.

And yeah, you do get to design units, but only in the sense that you select a number of pips from each design rating and hope you build enough before the heat death of the universe to conquer one other nation.  You also design their looks, but it's purely cosmetic, hard to even see, and each category of vehicle is made from just two (if that many) parts.

Grab the stealth suit from Anchorage, with that, you can do anything.

Or learn how to sneak properly(it takes a bit of practice) and see how raider react to being cr0wned 5 at a time in a single vats sequence at PB range.

I say this. It has a really good editor, but sadly, its not in the actual game. You can create your own rules for doing stuff like a boardgame or something and resolve all the battles in the game.

I should build some ships later... Forgot about it for a while.

Hehe,I've had(still have) BSF.Damn good game.
Part of the community too so far as being signed up and speaking my mind once in a day or two. Just too hostile over there.

I've also thought up ways to play BSF as a more macro centric TBS with realtime battles. Still have to finish the tech tree and weapon details...

If anyone is interested you could contact me over Skype, same name as here, just be sure to tell me your from B12.

Stratosphere?
Great fun when you're blasting fortresses out of the sky.

Why?  It's sooooo much easier to just take cover and shoot the hunting rifle from range...
