Mark it for dumping, then unforbid it when it gets dumped. Unless you're dumping it into magma or something.

<v>iew the animal, go into its < i>nventory, and mark it for <d>umping. Make sure you have a garbage zone (that's not going to dump into magma or some such, ahem.)

Read the wiki on "restraint" to get it right next time.

If the other suggestions are too complicated, just mark the animal for butchering and check the butchers workshop afterwords.

Out of curiosity, how do you end up with an animal walking around with a rope attached to it?  I've always thought ropes/chains were constructions.  Is it when you deconstruct a rope while an animal's attached to it?
