Well, it would be confusing, for a multitude of reasons.

EAT_SAPIENT_KILL: Some states have the death penalty, others don't. So this is either PUNISH_SERIOUS or PUNISH_CAPITAL.
EAT_SAPIENT_OTHER: I'd guess PUNISH_SERIOUS.
KILL_ANIMAL: Acceptable, obviously. Unless it's an endangered species or someone else's animal.
KILL_ENEMY: Only if sanctioned, though I'm pretty sure no one would give a damn if you shot an Al Qaeda member while he was trying to blow up a building.
KILL_ENTITY_MEMBER: See EAT_SAPIENT_KILL, but in this case, you'd have to have ONLY_IF_SANCTIONED to avoid executioners being criminalized. In some places, it's JUSTIFIED_IF_SELF_DEFENSE and/or JUSTIFIED_IF_EXTREME_REASON.
KILL_NEUTRAL: Definite no no. But the same problems apply here as they do with KILL_ENTITY_MEMBER.
KILL_PLANT: See KILL_ANIMAL.
LYING: About what? Perjury, fraud and libel, all of which have PUNISH_SERIOUS or Santa Claus, which is a PERSONAL_MATTER?
MAKE_TROPHY_ANIMAL: See KILL_ANIMAL.
MAKE_TROPHY_SAME_RACE: Obviously PUNISH_SERIOUS, maybe it would contribute to PUNISH_CAPITAL.
MAKE_TROPHY_SAPIENT: Ditto.
OATH_BREAKING: Pretty obviously PUNISH_SERIOUS.
SLAVERY: Ditto.
THEFT: Not familiar with US law on this, so I'll pass.
TORTURE_ANIMALS: Varies by state. PUNISH_REPRIMAND to PUNISH_SERIOUS, most likely.
TORTURE_AS_EXAMPLE: Obviously Appalling, due to the whole cruel and unusual punishment thing.
TORTURE_FOR_FUN: See KILL_ENTITY_MEMBER.
TORTURE_FOR_INFORMATION: Here's where it gets reaally tricky. It's PUNISH_SERIOUS in the mainland, yet in ancillary US areas, it's ONLY_IF_SANCTIONED. You'd have to have two seperate codes for those.
TREASON: UNTHINKABLE.
TRESPASSING: Anywhere from PUNISH_REPRIMAND to PUNISH_CAPITAL (if it's somewhere like a shoot-on-sight military base).
VANDALISM: PUNISH_REPRIMAND to PUNISH_SERIOUS.
It's that whole federalism and torture thing, really. Confusing. You see, with even bigger nations like India and the PRC, it's still a lot simpler.
