Org, I should probably remind you; a unit in combat may move up to its move allowance (in the case of the goblins, 20' or 4 squares) in a single move action.  It may move this amount again if that is all it does in that move and not lose its combat advantages.  Or I can charge and move twice its move allowance as a move action and can finish with an attack as its standard action, if it is within range.

Alternatively it may move up to four (or five, with the Run feat) times its move allowance if it is flat our running, but it gets penalties from doing this.  I don't have my books, I can't remember the exact penalty off the top of my head.

As such, those goblins should have probably taken a standard action after their move, or used a double-move to get closer and waited for us to come to them.
