Really? He always seemed erratic to me: hugging me one moment and declaring vendetta the next. Maybe I just had Aggressive AI on and didn't realize it. Or I was using Police State.

And yes, I remember going to war with Lal for 80-odd years as the Gaians because I wouldn't pay him 50 energy credits to not attack one of my empty unity foils. The man can hold a grudge.

But, early war is bad for the University. Make peace with him, but don't bother keeping it if he starts getting uppity about sharing research or some such like that.

Thats a pretty retarded thing to do. Any player of a strategy game, even the AI should know not to give away an advantage. Santiago should have just steamrolled you.

Social Engineering: If you want support, honestly, do Green Police State.  But don't take one until you have the other.

Make Lal surrender, once he's our pact-bitch he'll be a nice collection of votes for us to become Planetary Governor.

Santiago: Stop paying the money; she shouldn't call Vendetta immediately, but if she does, you might be able to offer her a tech to shut up.

Try to get the Support distributed more evenly rather than being from The Majesty of Colors, with the max each base can handle being how many it makes.

Regarding Lal: Make peace immediately, fight until he surrenders, or obliterate him entirely?
Regarding Santiago: Prepare to defend againt her, prepare to take the fight to her when she attacks, or keep paying protection money?
Also, now that I have Doctrine: Loyalty, I can implement a Police State. However, the inefficiency caused by that, combined with my Planned Economy, will slow my research enormously. I can also implement a democracy, which will make me more efficient, but the support penalty will leave me low on minerals for fightin' people.

Suggestions? Base names are always needed. That Peacekeeper base I just captured is just begging to have someone's name plastered all over it.[/spoiler]

Lal: Force him to surrender. He's just going to come back and stab you later anyway, and you want as much of your continent as you can get.

Santiago: Spend all your money. Seriously, she will never demand money that you can't pay right then. Use it to rush-build infrastructure and stuff. Keep around 50 credits around to bribe her with, and it should be reasonably cheap to keep paying her not to attack you. If she starts demanding tech, go to war and rush for the cruiser hulls, since it looks like she's on another island. That will also give you a few turns before she can drop a significant force on you when you go to war.

I don't think you need either of the new social engineering options yet, since the virtual world should have basically solved your drone problems. If you can crush Lal before you need to crush Santiago, go democratic for the energy/research gains.
