anyway... i agree with the first post. first steal tech, THEN declare war. you need to start at least with equal units.
it would be best if you could sink the ships on first turn of war.

Having played extensively as Morgan, war is not something that he wants at all. Free market/wealth gets in the way of that, and dropping out of free market/wealth means giving up a significant part of his advantage. He's also friendly with you, and is likely not to be much of a threat. I'd go for Santiago (honor, revenge, territory, and once she surrenders someone to pass tech and weapons to to fight for you) first, then see how Morgan is doing. I'd also start worrying about the believers, since they are powerful and crazy.

To get more commerce, there are a few techs you can research, and raising base size gives you bonuses as well. It's also "free" energy, as in commerce energy is in addition to what a base would normally get, not subtracted from it. I wouldn't worry too much about the income being unbalanced.

High Energy Chemistry + CDF will make your bases more or less invulnerable, and landing impact plasma infantry will mean that Spartan bases that you capture will also be more or less invulnerable. That's a huge advantage.

So, to summarize:
1. Steal High Energy Chemistry. Ignore Morgan
2. Move units into position while finishing up CDF. Make sure to build a navy, possibly research doctrine: Initiative
3. Force Santiago to surrender
4. Try to find the believers. They will likely be the next target. Remember to research toward pre-sentient algorithms, because you want the hunter-seeker algorithm before going up against Morgan or Miriam.

Ah, I remember this game from when I was pretty young. I wish I could find the CDs for this game, so I could play it again from a new perspective. Maybe I'll have to buy new copies off of Amazon or something.

Also, about suggestions as to what to do next, I really have no idea. My tactics in this game, back when I played it, were to get the coolest/best guns/armor, and move my little guys into their little guys until I got bored. I played on the lowest difficulty, which I think is 'Citizen'. I'm not sure. Either way, I am no dispenser of proper advice in this manner.

You have to go on the offense against the Believers. Otherwise the Believing attack bonus will rape you.

If you are in the business of taking suggestions for city names, I would like it if you named one of the cities Pantropolis, in my honour. Perhaps one of the captured Spartan cities?
