Atrocities:  Sure, why not.  Gotta have at least one to appease the masses.  I prefer tectonic missiles or construction units, though; a good way to destroy a city without suffering atrocity penalties.

Don't have the expansion, huh?  The expansion has PIRATES!  And Cyborgs!  And Hackers.  And super-Hippies.  And Sid Meier's secret super-faction.  I like the Pirates play style, how they start out with ocean cities.
I should see about finding it again, maybe use the editor to create a race of pirate-sea-nerds.
