Deconstruction Problems

I'm building a fairly large tower, and at certain points I have to construct floors to build a wall, then deconstruct the floor to build a wall where it was. Unfortunately, every time I have someone deconstruct it, they manage to go outside the building onto some ramps and strand themselves. In one case, the easiest place to access the floor is normally the spot they prefer, the west side, but my dwarves keep going around to the outside.

I've tried restricting the outside, but they still go out there.

The problem area looks something like this:

The "H" is where the floor I'm trying to deconstruct is. Instead of standing on the available floor tiles, they go around to the outside onto the ramps, deconstruct the floor, and strand themselves. How can I prevent this? Or should I just wait until it's a noble doing it and let them starve?

One way that I have found is to designate to build a wall there. The dwarves will then not stand on the tile that the wall is scheduled to be built on. However, if the ramps are constructions and not just dug out or natural, you might have a problem there. If that is the case, then your best option is probably to either connect the ramps to the ground so that they can escape their predicament or to remove the ramps entirely. Sorry there isn't a better solution right now.

I managed to get someone smart enough to deconstruct it the right way somehow. Nothing had changed, I just kept giving dwarves that were stupid jobs and seeing if anyone would be smart, and someone was!

I wish there was a "no traffic at all" designation, some of my dwarves are oblivious to the restricted one.

Yeah, a no traffic zone has been suggested quite a few times.
