Happens during fast speed travel, along with pressure changes (Going underground in a train). Usually, it gets mildly annoying due to the feeling of it, and that your ear stays "popped", and all sounds are drowned out. A lot like if you're underwater, you can still hear sounds, just not clearly.

Hmm. I'm able to unpop my ears at will. I heard some people chew gum or open and close their jaws. I just flex some muscles in my head somewhere and my ears unpop. If I do it under water, I can hear better ... but water gets in my ears and leaks out slowly when I get out ><

Yesterday, my house's electricity was turned off because my mom forgot to pay the bill(:P).
It was really quiet and I would've started hearing silence, but I live next to the damn freeway. >_<
It occasionally let up and I just hear some sort of buzz.

Interestingly, Armok's name actually originates from arm_ok, a variable in one of Toady's earlier games that kept track of how many of your arms weren't missing.

I always assumed everyone's able to do this, but I suppose it makes sense that they don't.  It is pretty funny watching people do their goldfish impressions coming down a mountain.
