Naw he didn't so much have power in the sense that he was allowed to break any laws he wants.

He has a lot of power in the sense that he had the full financial backing of the government and police rights.

Though remember this is Japan and not America.

Anyhow the cost of using the Deathnote is a bit too great for anyone to seriously use.
