OK, MAYBE it's a regular, human, miner-'49er. But the difference gets pretty much semantic.

And I think that's a sailor. Notice how he has a plate and isn't scarfing down the food where he stands.

Sailors are too clean-cut. The most seafaring this fellow could be is a pirate, and even then he looks too wild west miner.
He's gotta be a dwarf. And the reason he's running with food, instead of eating it on the spot is:

I wish we had services like that in Edmonton. Unfortunately, delivery here is incredibly expensive (to the point where it can reach the price of the meal itself) if you want anything other than Chinese or Pizza.
