For some reason the Intelligence HQ in my game was renamed to "Ministry of Love" I used search and I can't find any other topics on this. What happened?

When certain laws goes to C+, the names of buildings change. In your case, when Privacy Laws goes to C+, Intelligence HQ gets renamed to Ministry of Love.

I can confirm this, yes.  Ultimate judgement.  Stupid president keeps vetoing the stream of liberal bills passed through congress, damn it.  Actually, I'm not that sure why - congress is pretty conservative too (read: very).

But congress seems to be passing most of them.  And I still have a few C and even neutral laws.
