pop cap and nobles

If I cap my population, my Dwarves will still have children.  If I keep the pop cap on, and just wait for them to have tons of lil Dwarf babies, will it trigger the arrival of nobles?  Or do they need to come with migrant waves?

Nobles come with migrant waves. If there is no immigration they won't show up.

Are you sure?  Because I haven't had a migrant wave in a while due to a low pop cap, but I just had the Dungeon Master show up all by himself recently.

Nobles show up when the requirements for their arrival (population, jobs done, etc) have been met, regardless of your immigration cap.

Nobles show up when the requirements for their arrival (population, jobs done, etc) have been met, regardless of your immigration cap.

Nobles seem to arrive regardless of immigration or caps.  Apparently you can have a "death trap" and no immigrants, but nobles will still show if you meet the req's.

While we're on the topic, can you change the nobles to come at a lower requirement so you can get them without having a large amount of dwarves?

Don't think so - those triggers are hard-coded into the game (and some are not even understood.)
