There are not 98 ninjas in that picture.  Conservation of Ninjitsu would make them stand out like sore thumbs.

Aqizzar has a point, there would be 5 or so ninjas at most in that picture. Possibly 6 if the person who took the picture was also a ninja.

One must not forget that the rule of Ninjitsu conservation doesn't apply to HIDING. Sure they would suck at combat. In fact, some of them are fighting Sam Fisher in that picture and losing.
