And you get a date with someone by saying things like, "You're hot, wanna fuck?" ... And one of the illegal fundraising techniques is "Prostitution: [Name] will trade sex for money."  And there are clearly marked prostitutes in the game.

As for drug use, there are clearly marked crack heads, and crack houses, and one of the responses to trying to recruit someone is "*cough* Got anything to smoke?"

Not to mention when you abduct someone you can use hallucinogenic drugs on them, which is clearly marked rather than the "Sell Brownies" option where drugs are only implied.
